Retail Payment Activities Act

The Retail Payment Activities Act is Canada's federal law bringing payment service providers under supervision by the Bank of Canada, requiring registration and operational-risk and safeguarding standards for retail payments. It is part of the modernization of Canadian payments — alongside Payments Canada's Real-Time Rail — that forms the infrastructure backdrop to the country's emerging consumer-driven banking regime.

The Retail Payment Activities Act (RPAA) brings Canada’s payment service providers under the supervision of the Bank of Canada, requiring them to register and to meet operational-risk and end-user-fund-safeguarding standards. It is the supervisory half of Canada’s payments modernization.

  • Supervision of PSPs - Payment service providers must register with, and are overseen by, the Bank of Canada, with requirements around risk management and safeguarding customer funds.
  • Part of payments modernization - The RPAA travels with Payments Canada’s Real-Time Rail and Lynx as the reform of how money moves in Canada.
  • Infrastructure backdrop to open banking - It governs the rails that, in my Canadian banking research, out-score the banks themselves.

The RPAA matters to the API story because in Canada the API surface that exists is the rails, not the banks — and the rails are what this act supervises. It is the regulation behind the payment infrastructure that, absent a live open-banking mandate, is where Canadian financial-API value actually sits today.
